List changes at a pinned high water

Scans at most limit published events, including filtered events. Empty pages can continue. The release epoch is the immutable high water; retained changes cover 30 days. On 410 fetch a named release and resynchronize.

Optional client logical-operation identifier. Scoped to principal, channel and operation class. A different canonical request conflicts; expired replay returns 410. RapidAPI retries without this stable identifier are separate attempts/operations.
